Most nabbed UG cadres end up released without trials: official report

IMPHAL, Jun 14: Most underground cadres arrested by the police and security forces in Manipur end released without trials for their alleged crimes.The inability of the judiciary to get undergrounds to be convicted for their crimes was due to poor case documentation by the state administration and police, an official source in the state home department said.An approximate 1310 to 1480 cadres of different militant organisations, excluding the overground workers and the cadres in camps are actively operating in the state as per the latest "state of militancy" report of Manipur.In the state, more than 20 underground orgnisations are operating actively. Among them are four Naga based outfits, eight Kuki, two Zomi, two Hmar, one Muslim and five Meetei based outfits.The report estimated the number of NSCN(IM) from 350 to 380, UNLF from 300 to 350, PLA from 120 to 130, PREPAK from 40 to 45, KYKL from 70 to 80, KRA from 45 to 50, UKLF also from 45 to 50, KNA from 200 to 225, KLA from 30 to 40 and others like KCP, KNF(P) and PULF from 110 to 130. The number does not count the overground workers or the cadres of the outfits in their camps.State government functioning and civil administration along with judiciary functions have been affected severely by the undergrounds.Underground groups like KYKL, KCP, UNLF and PLA have taken to giving diktats for exams, dress code, eradication of corruption and cleansing the education system.The government also cannot make its presence felt in the remote areas due to the threat from the militants.It also said that although inter factional clashes that have been taking place among the Naga groups and Kuki groups have lead to the reduction in militants ranks, it had negative effect on the security environment and on the local population. Inter factional clashes generally take place within groups for domination of areas of influence, the report observed.To counter these cadres, 18 battalions of security forces which include four battalions each of Manipur Rifles, BSF and CRPF, two police commando units and three IRB battalions under the command of the state government are currently deployed.Above this, Central police forces, CPOs are deployed along with a mountain division and Assam Rifles under Inspector General Assam Rifles (IGAR). These formations control nine infantry battalions and 21 AR battalions.CPOs and police are restricted to point security, VIP duties and ROP while the army and AR units are deployed for counter insurgency operations. The opening of all national highways and clearance of additional areas in Churachnadpur district has posed great stress on the overstretched deployment of security forces.Even though militant outfits belonging to Kuki, Hmar, Paite and other tribes entered into suspension of operation understanding with the army and Assam Rifles in Manipur, they have not stopped their extortion and subversive activities, said a report of the state home department.Though the NSCN(IM) and NSCN(K) are under cease-fire with the government of India they are actively involved in extortion and other criminal activities in the state, the report of the state home department tabled at one of the recently held Cabinet meeting to review the disturbed area status in the state stated.Even though suspension of operations with as many as 12 Kuki militant groups have been signed, due to slow progress politically to reach an understanding on suspending of operations, inter factional clashes, extortions and kidnapping still take place, it said.

KYKL clarifies on killing of Prof Islamuddin

IMPHAL, May 30: The underground KYKL in a lengthy clarification on the matter of its killing Prof. Islamuddin of the Manipur University, said it understands the outrage of the public in the killing of a teacher, but is saddened by the response of Meitei Pangal organisations that the KYKL had targeted a Meitei Pangal deliberately. MOTIHARI/IMPHAL, DECEMBER 1 (AGENCIES): The mystery surrounding the whereabouts of United National Liberation Front (UNLF) chairman Rajkumar Meghen, who went missing after being reportedly caught in Bangladesh about two months ago, was over finally when he was arrested at Motihari in Bihar on Tuesday.
